USDOT Build Grant

The Port of Muskogee Rail Access Project includes track upgrades, expansion, and realignment to meet current Class I railroad safety standards; State Highway 16 highway-rail grade crossing modernization; and approximately 11,900 feet of additional track to expand the capacity of the existing marshalling yard. A new turnout will be constructed to accommodate 6-axle locomotives where Union Pacific Railroad’s (UPRR) lead track connects with the Port’s lead track/marshalling yard. The current marshalling yard and storage tracks will be expanded to the east, including a new wall under the Oklahoma Turnpike Authority bridge. This $12 million Project is partially funded through a USDOT Build Grant.

EDA Grant

The Flood Protection Improvement Project involves levee construction, approximately 6,700 feet in length to a height meeting minimum flood elevation. The construction work will include dredging, embankment construction, installation of drainage structures/manholes and appurtenances, flood and erosion control countermeasures, and a minor aggregate base roadway. The Project also involves site work to an industrial tract (Tract D) which includes raising the elevation of approximately 6.6 acres of the parcel to meet minimum flood elevation. The site work includes excavation, grading, filling and erosion control measures. This $7.2 million Project is partially funded through a Economic Development Administration (EDA) Grant.

Planning for the Future

Waterfront facilities at the Port of Muskogee were severely impacted by the Arkansas River Flood 2019. An assessment and preliminary design to Rebuild/Replace Main Dock and Dockside Rail; Bulkhead/Retaining Wall; Bank Stabilization along Main Dock; Mooring Dolphin Line; Interior roads; and, Electrical Network within the Main Terminal Area is a high priority and would provide a plan to mitigate waterfront Port infrastructure from future high water events and protect public/private investment already made.
